Ease of Access button is one of the default accessibility features of Windows 10. It allows you to access some accessibility feature likes Magnifier, Narrator, Onscreen Keyboard, High Contrast mode, Sticky Keys and so on. The aim of this feature is to help users with accessibility issues.
In case, you don’t use Ease of Access button, then you can assign any application to this button on Windows 10 login screen. The application which you assign to the button will start instead of accessibility feature when you click on it.
Run Any Application from Windows 10 Login Screen using Ease of Access Button

1. Launch Registry Editor.
2. After that navigate to the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options
3. Under Image File Execution Options Key, create subkey named as utilman.exe
4. Under Utilman.exe subkey, you need to create a new string value and name it Debugger.
5. Double Click on Debugger String Value and set its value data to following:
By setting above value data, your ease of access button will launch Command Prompt in Windows 10 login screen when you click on the button.

It will open SnippingTool instead of Command Prompt. Just like data you need to add the location of the application as value data to run it.
